Perhaps raising teacher pay scales above the current dismally low 4th/5th lowest rank in the nation would be a better solution.

I am reposting the same questions on this subject that I raised with your May 2015 article:

If the long-term quality of life for all Durham residents is the goal, is affordable housing where efforts need to be focused? According to the most recent data compiled by City-Data the average rent in Durham was $730, Orange County was $808, Wake was $804, Chatham - $567. Where Durham stands out is -

(1) lowest household income
(2) highest unemployment rate
(3) third highest percentage of residents living in poverty
(4) highest crime rate.

If you examine the average housing values and rent paid by renters tables at city-data.com for the four-county area you will see that Durham has a disproportionate percentage of residents in the sub $1000 per month rent bracket as well as a concentrated percentage of lower home values.

Thus it seems that what Durham lacks is income opportunity, not affordable housing. Durham needs to lower its unemployment rate and raise household income. This comes by attracting more business to the area. A focus on developing more affordable housing only serves to maintain the status quo; it doesn't address the underlying issues.
