Hey Roger, if you read to entire article, you could surmise that 78% of the contracts in Durham are awarded with no preference to race, ethnicity, and sex. This 'set-aside' or 'quota' or 'goal' helps to balance an already un-level playing field that white males have dominated for centuries.

Did you think it could be possible that the job was awarded to the best candidate who happened to be non-white or a woman? Did it ever occur to you that the jobs are awarded based on the merit and the overall costs quoted?

I may be way off base, but you sound like an entitled, bitter, white man who didn't get his way. I truly hope I'm wrong.
