As a performer here in the triangle for the last 8 years or so, I don't see where this would hurt the theatre scene. As it stands now, a lot of good NC actors have to get a NY PO box just to be considered here at some of the theatres you mentioned. I think making some of these theatres use local talent first would be a good thing. Besides, organizations like the American Dance Festival would have a good rational for bringing in groups for all over the world. The bill doesn't say you have to use local talent, you just have to consider it first and give a good reason why you won't use it.
