Being able to use tax receipts to subsidize a utility is different than squeezing one group of customers to compete for another. Plus, cities control rights of way and a host of other regulatory methods. It's a structural advantage, though you make good points about the abilities Time Warner has.

Sean D - that's my read on it, too, as far as schools go. But it's hard to be certain. You'll get no argument from me over whether licensed cc folks should be allowed to have guns in schools or not, but schools are a place most everyone is interested in policy for, so I try to determine how bills affect them specifically.

As for airports - you are right. I was trying to keep things simple. But it's also clear from the Atlanta example that, if you push to allow guns up to the TSA's barrier, the feds get interested real quick, making it more difficult to carve out that particular exemption.
