Posing the argument that the powerhouses have not polluted the area seems illogical. That is like letting a doctor keep his license if he assaults someone but did not commit malpractice, the two are inseparable. The powerhouses generated the electricity to the polluting smelter. The license was granted to improve the quality of life to the surrounding area which is clearly absent. If the license is not renewed these leasehold "improvements" become blighted and are ripe for eminent domain to be recaptured according to the contract terms. Alcoa should actually be charged for expenses to vacate and restore the property to its original state. These leasehold investments have been paid for multiple times throught the abuse of this precious resource. If Alcoa based their investment on a 100 year contract than that is an error in their management's judgement. I have read on the public relations firm's site supporting Alcoa that they are opposed to "burdensome environmental regulations" which clearly reflects their attitude toward stewardship of our protected areas. Hindsight is 20-20, looking back 50 years it is now extremely clear that Alcoa is an unwelcome invasive tenant that needs to be evicted, why should our residents expect anything different for the next 50 years.
