This is the extraordinarily timely story of a serial killer in South Central LA and the deep distrust between the poor black community in which he lived and the Los Angeles Police Department, which did very little to stop him (and frequently referred to his scores of victims - generally poor, black prostitutes, as NHI, or "No Human Involved").
