Inspired by the crackling blend of third-wave ska and crust punk forged by bands like Choking Victim and Leftöver Crack, Chapel Hill’s SiBANNÄC backs barked anti-authoritarian diatribes with upbeat ska. The formula’s worked before, and it survives here, mostly unaltered. Garner’s 49/Short offers familiar punk-rock, powered by the peppy momentum that marked NOFX’s early work. Former D-Generation guitarist Richard Bacchus leads his Luckiest Girls through power-pop hooks and ’77-style punk. —Bryan C. Reed
