A point of information: emergency requests to stay the lower court's opinion (like what is happening here) do not automatically go to the full SCOTUS bench. Usually they go to a single justice, who then has the discretion to refer it to the full bench if they choose. In this case, the petition first goes to Chief Justice Roberts, who could still decide to stay the lower court's opinion.
