Nashville’s Rayland Baxter has the pedigree to be a great country singer. His father, Bucky, played pedal steel for Steve Earle and Ryan Adams. He’s got the voice, too. Still, his songwriting holds him back. He’s hesitant to embrace the blues, so he tiptoes around beige singer-songwriter fare that won’t let him separate himself from most folk-rock acts. —Justin Weber
