Although billed as a blues festival, this is more about R&B. Indeed, the Raleigh Blues Festival offers much the same lineup as last year, minus Latimore. Although he never broke as big as some of his contemporaries, Maurice Wynn is the bright spot in a selection that includes Southern soul men Mel Waiters and Theodis Ealey. Aretha Franklin sound-alike Shirley Brown is best known for her 1974 soul classic “Woman to Woman,” later covered by Barbara Mandrell. With the Klass Band and Lenny Williams. —Grant Britt
