As the owner of two dogs who are well behaved but not eager to play with other dogs they don't know, I can only attest to how incredibly annoying it is when someone yells "Don't worry, he's friendly!" as their off-leash dog comes charging over to say hello. Allowing your dog to run off-leash in non-dog park areas is inconsiderate to people who might be afraid of dogs, or to people with dogs like mine. Its also a great way to have your dog hit by a car, or get into a scrap with another pup. About six months before we left Chicago, I was out walking with my two when a lab came charging down the block, owner yelling to me how it was ok. I tried to position myself between this excited lab and my dogs, but couldn't get both behind me. The lab wasn't able to put on the brakes in time and slammed head first into my older, smaller pup who also happens to be a TDI registered therapy dog. A second later he sqealed and ran. His ear had been torn clean off by one of my dogs. The owner, livid at me and my dogs, called the cops instead of rushing to the Emergency Vet, and I happily watched her get cited for a leash law violation. Now, when people yell "don't worry, he's friendly!", I calmy yell back "My dogs might kill your dog". I've found it an incredibly effective way of getting people to get control of their animals.
