Wrong! Raleigh's population grew by 46.3% since 2000, nothing close to the near 100% increase to make the title's claim of "almost 2X since 2000" accurate.

Look at it this way: Raleigh's population was 276.093 in 2000. Double that would be 552,186. No way that 403,892 could be considered anything near 552,186.

The mistake you are making is to assume, perhaps, that a 50% increase of something doubles it.
