There are already rails setup. Just upgrade and build more. Wake Forest to Raleigh to Garner is one line and then Raleigh to Cary to Rtp is the other huge one. More and more.interstate loops don't help much in places like fuquay or Clayton because the amount of milage would still make it an hour trip, plus by the time they finish the population and cars on the road will be greater than capacity again.

I believe one thing the "Raleigh Downtown" area is lacking is medium to big private sector companies. Considering how large Raleigh as a whole is, it's downtown is small in comparison to others. All these companies seem to set up in RTP, Durham, and even Holly Springs and Clayton, but not Raleigh. If more would come and be able to set up, then they would bring a diverse job market of low-high level paying jobs that would also allow people without cars or low income to still be able to go to home and work and not take the TTA bus all the way to RTP (which stops at like 9pm and many jobs there are shift work which does no good).
