Those 21 people who tested positive each lost $36 per month (which actually goes to the benefit of a child). 21 X $36 is a total of $756. In six months that totals $4536 saved. Cost was quoted at $4895 without considering the costs of state agencies' staff and clerical, follow-up costs, etc it also includes. Where are the savings?????? Only costs.
