Joan Shelley is a singer-songwriter from Kentucky whose sterling new LP, Electric Ursa, righteously emphasizes the first part of that hyphenated handle. Her voice is patient and emotionally precise, imbuing vague words of longing or elliptical phrases of love with the perfect unspoken sentiment. Her singing sparkles with sadness and twinkles with hope, like an old-time folk musician omitting some of the details but never failing to make you feel just what each tune is about.
