Rumor has it that Commissioners Bowser and Page tried to end-run the democratic process today, by suspending the rules of the Board of Commissioners, to direct the Planning Director to sign off on this sour deal. It didn't work, but not for lack of effort. You gotta wonder why these guys are so anxious to see this project approved. It's extraordinary to try to sidestep the public hearing process.

Local government's primary funding tools are 1) property tax and 2) sales taxes. Both are regressive (the % bite of income is greater for low income families than for high income families). As with everything, there are exceptions. Imagine a sales tax on boats and you can see that even a sales tax can affect high income families more than low income families, because of buying patterns. The Bureau of Labor & Statistics indicates that the % of income spent on prepared foods rises as income rises, to about the mid-income range, then declines a bit. Even for the highest income families the % spent on prepared foods is (slightly) higher than that for the lowest income families. The PFT would actually be (slightly) progressive--far better than using the other funding tools available.
