There are many jurisdictions that have adopted "source of income" as a protected class under their local fair housing laws. The intent of this legislation is to protect those with HUD Section 8 Housing Choice Vouchers against discrimination by private landlords. With this protection in place, landlords may still qualify potential renters as any they would qualify any other renter, based upon rental history and credit history. This is one of many tools to preserve affordable housing. The beauty of this tool is that there is no cost to any of the stakeholders, other than overcoming prejudice - which will undoubtably require a public information campaign.
