Raleigh: Free your dogs
Starting July 1, it will be illegal to keep a dog tethered in Raleigh for more than 3 hours a day. With unusual speed, the City Council took up an ordinance drafted by City Attorney Tom McCormick at a public hearing last night, listened to testimony from witnesses, and immediately -- and unanimously -- adopted it. UPDATE: The city tells us what tethering is and what it isn't: "The ordinance defines tethering as a means of tying out or fastening a dog outdoors on a rope, chain or other line for restraining a dog. The term does not mean the restraint of a dog on an attended leash."
