First, $3.3 billion is too much for a 17 mile light rail line. It parallels an existing railroad. There are no major engineering challenges. Other US cities have built similar light rail lines for $1 billion, European cities have built similar light rail lines for more like $300 million.
Second, the Triangle area is very low density and not likely to generate much transit ridership besides low-income people and students. This project would be of questionable value at $1 billion. It is certainly not worthwhile at $3.3 billion. Kill it and spend the money on better bus service instead.
