fair use involves attribution--the writer who borrows passages from another writer's work makes it clear where those passages came from. to borrow passages from another writer's work and pass those passages off as your own--that cannot be fair use, in fact cannot be fair on any level. even without knowing the details of copyright law, surely most writers know that.
