Operation Breakthrough, a Community Action Agency, has been designated to administer CSBG funds for Durham County. These funds will be used to alleviate the root causes of poverty & assist individuals and families to become self-sufficient. At the hearing, Operation Breakthrough will take comments on how to better serve the low-income community & help families rise above the Federal Income Poverty Level.
