      <![CDATA[I frequently hear school districts speak about the reduction in funding resulting from parents sending their children to charter schools, but you almost never hear about the reduction of expenses resulting from the lower number of students.<br>
<br>
Doesn't it make sense that "the money follows the student"? Don't the expenses also follow the student?
