      <![CDATA[To spend this much money and time on a transit plan and not bring it into the heart of downtown would be a huge missed opportunity. Although I'd prefer not to have a long overhead structure, D5 is the only one that would access the heart of the city.

      <![CDATA[Having an elevated rail over Boylan Avenue would also prevent any eventual development over the Boylan Wye. Development over the Wye could create pedestrian connections between Boylan Avenue and West Street, and bring a new vitalization to this open block.
