If you read the entire resolution, it states that the commission supports WWP's request to place the pipeline in Chatham but also adds that, "The Chatham County Commissioners are further supported and encouraged in their endeavors to negotiate, in good faith, the most effective benefits to the residents of Chatham County from this approval."

Starkweather takes issue not with the pipeline being approved, but with the conditions, concessions if you prefer, that were negotiated as part of the deal.

It suggested the Two for One proposal, where the sewage pipe from the sewage facility draining into the Cape Fear River is routed (for maximum construction cost savings) under the Shearon Harris Nuclear plant, allowing them, also, to add a hook-up in the future.
