      <![CDATA[Mel B, North Carolina's income tax is actually relatively progressive (families whose incomes put them in the bottom fifth pay about 1 percent of their income in state income taxes; those in the top fifth pay between 4.7 and 5.6 percent [not counting the federal deduction they get for state income taxes]). <br>
<br>
The reason for making the state income tax more progressive is that it's currently insufficiently progressive to compensate for the extreme regressivity of the state and local sales and excise taxes that make up more than a third of all state and local revenue.

      <![CDATA[Mel -- The Justice Center people can answer this with more precision than I can, but in general the "flat" state income tax is dragged down by the regressive state sales tax; when you add in local taxes (including property taxes and a portion of sales taxes), the sum total gets more regressive still:<br>
<br>
 1) the state income tax is essentially a flat tax; that is, it is virtually the same rate (6-7%) on all income above very small base amounts depending on whether you're filing jointly, single, etc. (take a look at the Center's powerpoint presentation to which I linked for the specific base amounts); moreover, the rate is applied to federal taxable income, in effect excluding from state taxes a slew of deductions from income, which makes the "flat" tax somewhat regressive in practice.

      <![CDATA[I found this article valuable, but the statement in part 1) of the Justice Center's plan that, "[state income tax] is essentially a flat tax now " seems to directly contradict the earlier point that, "In North Carolina, state and local tax rates not only aren't progressive, they're not even flat ('fair')." The way to reconcile these statements would be if the disparity between the tax rates for low-income vs high-income households is entirely accounted for in "local" taxes (as opposed to state taxes).
