      <![CDATA[One alternative solution here is to install the underground traffic signal equipment now as part of the widening project, with the anticipation that at some point in the future the signals will be warranted. This will save on costs for trenching or boring conduit, installing loop detection, etc. which may require rework of the new roadway pavement in the near future, and also indicate to the community that you are serious about the potential for future signals.

      <![CDATA[Would be an interesting test of NCGS 89C (the statute for registering engineers in North Carolina) against one's 1st Amendment right to freedom of speech. Practicing engineering as defined in 89C doesn't necessarily require money to change hands as compensation for the work.

Wake Republicans are on it, though apparently not keeping up with the Indy the way we'd like:<br>

"Wake County Republican Chair Susan Bryant today called on Governor Beverly Perdue to disavow the actions of her employee, Chief Traffic Engineer Kevin Lacy, who is attempting to squelch the first amendment rights of citizens to complain about government actions and comment on pending public works projects.<br>
 <br>
According to a front page story in today’s News & Observer, Lacy has “raised allegations” that Mr. David N. Cox, a Raleigh resident, “committed a misdemeanor: practicing engineering without a license.” <br>
 <br>
“What apparently happened here was that Mr. Cox and a group of other area citizens felt there should be two additional traffic lights included in the plan for the widening Falls of Neuse Road, so they did their homework and prepared an explanation for their point of view, “ Ms. Bryant said.<br>
 <br>
“But apparently they did their job too well,” she added, and now this state bureaucrat in DOT wants them to face misdemeanor charges. It’s a clear attempt to stifle free expression, freedom of speech and the right to petition the government for redress of grievances.

      <![CDATA[This is the same DOT whose licensed engineers and the engineering firm whose experts (cronies lets call them) used a heavy commercial section of Market Street in Wilmington and the section of Glenwood/Hwy 70 at Brier Creek as comparatives to the 1-mile 100% residential section of Falls of Neuse being widened! From the start the residents have been bullied by the experts.

Mr. Lacy says..."the details of the analyses requires the understanding of a experienced engineer that is liscensed in the State of NC." It is this misunderstanding, and the assumption of the uninvolved that this type of person is an "expert," that leads to one fiasco after another in our world.

      <![CDATA[So, if they're saying that "this is the work of a licensed engineer" and it is in fact not, then I agree with Lacy.<br>
<br>
It doesn't sound like that's the case here, so these accusations are preposterous. I think it is extremely useful and excellent or a layperson citizen to use the best tools they have at their disposal to provide feedback at public forums that is as precise and detailed as possible.<br>
<br>
Clearly a report submitted by a layperson citizen should be considered for what it is, and should obviously not be given the same weight as a report created by licensed engineers.
