      <![CDATA[The article states <br>
"The federal Voting Rights Act, passed in 1965 and reauthorized in 2006, requires that minority communities not be split, to avoid the historic practice of fracturing African-American districts and thus diluting their voting power. In North Carolina, 40 counties, including Guilford, Person and Granville, require federal approval to make any changes, because of a history of voting discrimination."<br>

Now how could that have happened?

If North Carolina weren't already the most gerrymandered state (ok, the state that has the highest number of egregiously gerrymandered districts -- four of Slate's top 20), I feel certain that the Republicans would make it so. <br>
<br>
Just as the Dems have done for 100 years, the GOP will carve it up into incumbent protecting districts to preserve their new generation of crooks.<br>

      <![CDATA[If the form of the district changes the out come of the election to an elected body larger than the district it self. Then you should consider changing the fundamental structure of your elective system and not the map of your districts.<br>
<br>
In some countries a party could get 49% of the votes and still get 0% of the seats in the parliament(senate/congress).
