      <![CDATA[First rule of journalism - Follow the money.<br>
<br>
There are two possible explanations for not notifying the county in a timely fashion.<br>
<br>
the first, to quote Steve Martin, is "I forgot."<br>
<br>
the second is that, by not making the easement public, the developers maintain the advantage in that the ruling that the protest petition is now invalid doesn't come out until the last minute, and opponents of the project are effectively disenfranchised with no recourse.<br>
<br>
I give Byker full marks for this move. It's brilliant.

      <![CDATA[@Barry - Commissioner Ellen Reckhow also brought the delay up at Monday night's hearing, noting that the deed easement was legal on July 13, and the commissioners opened their public hearing on July 14. <br>

A representative for Southern Durham Development was at the meeting and, Reckhow said, "did not stand up and indicate that there was now this new wrinkle.

Funny how that works, eh?<br>
