Whether a rule change is required, I won't get into that, but as to whether it was cheating or not, I'm left with the impression that many of the ones who call it cheating or not sportsman like didn't really grew up with soccer...if you grew up instead with basketball...what do you think of this:

0.5 seconds left, pass to Shaq underneath the basket, Shaq's team loses 77 to 78...if Shaq dunks...game over, his team wins 79 to 78...so say a player "fouls" him (i.e. breaks the rules...the no contact rule of basketball)...so Shaq now has to shoot two free throws (let's call it a penalty kick if you like) he misses both free throws...the other team gets the ball inbounds...ref signal the end of the game, Shaq's team losses... is that cheating? If so, they have been cheating in basketball ALL THE TIME for a LONG TIME.

In sports I think it is accepted that certain rules can be broken and the punishment will be taken and some times teams in desperation plays break them, precisely in thehopes that the punishment would be less than the advantage taken.

Maradona cheated, clearly...he didn't take any punishment, he intended to deceive the referee...Henry cheated...he was clearly trying (and succeeded) to break a rule and NOT get any punishment.

Suarez, on the other hand, broke the rule and stood ready to take the punishment (you saw he didn't even try to argue with the ref, he walk right out, he knew he was done...I grant you, should the hand ball has been such that the ref had not seen it, would Suarez have come forth and confess?

David the point of that example is that the players in the case of playing the ball out "sportingly" recognize that there is an underlying ideal of fairness, beyond what the letter of the rules say, that restrains their actions; and that it would be wrong to try and score when the other team has a player down.

This used to happen almost to a fault which is why as you note the current rules say the ref decides when the ball is dead, and he usually lets play continue until the move in progress finishes--that's what he is supposed to unless it's a possible head injury. This was actually a case where the rule change took the decision out of players' hand, probably for the better.

I, too, admire the informal play-outs of the ball in soccer and, yes, it's a widely accepted courtesy among players. However, it's a courtesy that emerged in the absence of rules that call for the referee to blow the whistle the instant any player goes to ground.

David this is a reasonable view but i do not think it's the case that these working class players are not capable of developing norms and expectations about how to play the game fairly. Think of the common practice of playing the ball out for injury, and then having the other team give the ball back.

Thad, Brian, et al.: This discussion of "fair play," "sporting behavior," etc., is something of a relic from the 19th-century playing fields of Eton and Harrow, where the laws of a rough, centuries-old folk game began to be codified. This excellent discussion reminds me of the famous line—or cliche, if you prefer—that emerged from that era: that soccer is a gentleman's game played by hooligans (and rugby, vice versa).

p.s. saying "if you can't hit a PK you don't deserve to advance" is just not an argument with any force. If I need to sink a 100 foot golf putt to hit a tournament, and as the ball is about to go in, someone kicks the ball away, and then the rule says i have to spot the ball 5 feet from the hole and putt it again, I've still been done an injustice, even though I "should" make the 5 foot putt.

I would further add that acting like it is no big deal for a player to step up and make a PK in front of 60,000 + people and a worldwide TV audience + the pressure of all of Africa, with a top goalkeeper in the nets trying to stop you, is just....wrong.

Brian I think almost certainly Suarez wanted to con the referee and make it seem like he had the headed the ball off the line--he wouldn't have swatted it and tried to fall back in the net as if the ball had hit his head. If he was really being honest, he would have just caught the ball (it was going that hard).

Good point. I was initially thinking giving a goal would be the ideal solution but your article brings out valid justifications.

Indeed, this is a deliberate incident that will define FIFA football for a long time. The referee applied the rules to the letter and exacted the maximum penalty on Suarez.

I, too, was crushed by Ghana's failure to progress thanks to Suarez's foul. And poor Gyan will be replaying that one misplaced penalty kick for the rest of his life.

The more I read about this sport (most recently, Eduardo Galeano's marvelous "Soccer in Sun and Shadow") and the more I watch this World Cup, the more I'm convinced that one thing soccer teaches us is that life is not fair.
