      <![CDATA[As stated, "the problem is that none of Wake County's three medical/surgical hospitalsWakeMed, Rex and Duke Raleighhas a designated psychiatric unit and thus can't accept patients who are on Medicaid." This organizational flaw should be changed before anything else, for the patient availability at Dix will be unstable for a long time.
