      <![CDATA[Strangely the PFT advocates claim that the "average" Durham citizen would pay only $20 in PFT vs. $40 in an equivalent property tax increase. Crunch the numbers and that means a household with $36,000 in income (if two adults, they both earn $9/hr.)
