      <![CDATA[Chris H. - I would say that the person who is "enjoying the fruits of development and property appreciation", in my case, has already BEEN contributing to the community. And while I agree that a transfer tax is more fair than a blanket property tax, I believe that having the seller pay the tax is silly.

      <![CDATA[JohnD's question is a fair one, and I think the two answers so far get the answer about right. In a perfect world, all taxes would be directly related to income and/or wealth, with the rich paying proportionately more since they benefit so directly from living in a country, state or town with good services and a complaisant (happy, even?)

      <![CDATA["If I decide to sell my land why in the world should I pay a few thousand dollars for the cost impact that the guy moving in behind me is going to have on the community??" At .4%, you're talking about a minimum $600,000 piece of property before you reach "a few thousand dollars" in transfer fees.

      <![CDATA[Regarding JohnD's concern that the transfer tax is unfair, I'd suggest that its basic fairness stems from its imposition on those enjoying the fruits of development and property appreciation. It is not coincidence that the transactions taxed tend to cause new impacts on municipal services since sale proceeds are usually turned over and back into real property and development.
