Great article. From what I know of VIP, this report is right on point, and if the writers took on a sarcastic tone, it's because organizations like VIP, with its links to the Tea Party and True the Vote, cannot be taken seriously.
The prevalence of voter impersonation fraud in NC is a myth, and nobody has any real statistics or numbers to prove otherwise. If VIP were truly interested in fraud, they would be pressuring the NCGA to require voter ID for absentee ballots; absentee voter fraud accounts for more fraud than all other kinds combined. Interesting fact: absentee voting is overwhelmingly used by Republicans.
