The 14th amendment to the US Constitution, Section 1, includes, "No State shall make or enforce any law which shall abridge the privileges or immunities of any citizen of the United States.: Since courts have ruled voting is "not" a right, it may fall under this sentence. Martin Luther King Jr. said, if he could not cast a ballot, he "cannot make up my own mind -- it is made up for me. I cannot live as a democratic citizen, observing the laws I have helped enact -- I can only submit to the edict of others."
