I bought my first house in Charlotte back in 2005 and, growing up in the country, had no idea how much water should cost. Only after taking a class in college in which my teacher condemned privatized utilities did I learn that our water was through Aqua NC, a private utility. We frequently had issues with brown water in our washer and were told that it came from a collapsing pipe. Our bills weren't $400 +, but it was regularly $125 for a moderate amount of water usage. Often first time home buyers don't know about things such as this and are not told. I know that I would never move into an area that was serviced by a bunch of lousy crooks like them again.
