Very good analysis. One thing that is very clear is that Beverly Perdue is shopping for a job.

This sneak-away to Shell oil and the frack boys, then coming back spouting their praises, smacks of the quid pro quo revolving door favors we see in the military and other federal and state government agencies. In my dealings with her office and staff, it was clearly about who could do them the most favors - otherwise they didn't even answer the mail or the phone calls.
