I assume that you are reporting on HB 358. (You don't say) I thought that bill only referred to "involuntary" (or"Town Initiated"or "Part 3") annexations. Cary's annexations into Chatham are "voluntary" (or "Citizen Initiated", "Petition", or "Part 1") annexations. I don't think that those would be affected. See, for example, annexation petition 10-A-15, now pending before the Cary Town Council.
