Sean, just the mere tone of your question is why I am uncomfortable about having concealed weapons around. The crazies are always going to be a random threat, but the CHP holders feel like they must play hero or take the law into their own hands. WTF! I didn't ask for your "protection". Why should I have the added worry of doing something that would anger or alarm a CHP holder. It is totally subjective, and that is why trained law enforcement officers are there to be objective. And in that one-in-a-million chance that a CHP holder actually saves the day... well I am willing to forgo that "protection" to preserve my freedom from fear of a CHP holder judging if my or the people around me actions are reason for pulling out that gun.
