Your article notes a location near Morgan Street. The Raleigh Wine Shop at 126 Glenwood is actually located 3 blocks north, on the corner of Jones Street
Having an elevated rail over Boylan Avenue would also prevent any eventual development over the Boylan Wye. Development over the Wye could create pedestrian connections between Boylan Avenue and West Street, and bring a new vitalization to this open block. Elevated rail cutting across the area would remove any option for re-development.
I'm told that the alternative of coming down Morgan Street may also be problematic due to the type of light rail cars that TTA is proposing, i.e. 3-car unit that's not as practical for making the necessary turns on our city streets.
Residents need to come out and better understand these trade-offs being made by the rail authorities.
