Well said Bob. No one has been a stronger supporter of neighborhood issues like Thomas. Kay, who has always been at Thomas's side, will do a fine job of fulfilling the District D duties. We are lucky she's willing to step in and carry out Thomas's duties. Thank you, Councilor Crowder, for all that you have done for the District D and the city of Raleigh. You are irreplaceable.....

Great article! I expect my elected officials to be representing my best interests! Afterall, it is council who sets policy, not the city manager. His or her job is to implement that policy. I think Russell Allen thought he was part of the decision making which he was not.
