Good point. I was initially thinking giving a goal would be the ideal solution but your article brings out valid justifications.
However, can the FIFA not change the rule to give two penalties. And if one fails, the team still has the second and if they score both - they get two goals. A fair chance for a team that deserved to win! A fair punishment for a fair crime...
