I'm sure they would LOVE to "apply for citizenship." The whole point is that under our current immigration laws there is NO possible way for them to get in line for citizenship. If you are from Mexico or most other countries in Latin America and you don't already have close family members who are US citizens or legal permanent residents, there is NO LINE you can get in to come here legally. And even if you do have family the wait in line is usually about 10-20 years before you can first come in legally.
