This article did a great job of explaining the complexities of this legislation. It seems obvious to me that home birth families need access to legal, affordable, well-trained midwives who specialize in out-of-hospital births. The evidence from other states shows that CPMs have excellent outcomes without requiring additional education or malpractice insurance. For the sake of North Carolina home birth families, I pray this bill will be amended to reflect the evidence and passed into law.
