What's scarier than a raucous, well-attended Halloween in Chapel Hill? Dressing as the ghost of Bill Strom. A homeless person. A deer resting peacefully before it is fatally wounded by an arrow. A pile of trash that has escaped from the waste transfer station. A big box store that sucks the local dollars out of the economy. Or even more terrifying—someone from out of town.
